为持续优化企业发展环境,扬州市已连续四年出台了服务企业的“2号”文件,推出了“首违不罚”、“容期整改”、“容缺受理”等一系列服务举措。2017年“2号”文件主要内容包括“加大力实施‘创业创新’示范行动计划、全力推进行政审批制度改革、严格规范涉企行政行为、着力构建‘亲’‘ 清’新型政商关系”等四个方面16条意见。同时,市委市政府今年还专门出台了服务来扬旅游旅行者的“3号”文件,通过一系列具体举措,加大对来扬旅游旅行者的优惠力度,切实维护旅游旅行者的合法权益,营造便捷舒适的旅游环境,全面提升旅游满意度。


In order to improve enterprise development environment continuously, Yangzhou has issued the No. 2 document to serve enterprises for four consecutive years, which launched a series of service measures including “no punishment for the first violation”, “rectification period permission”, “vacancy acceptance”, etc. Document No. 2 in 2017 mainly contains 16 opinions in 4 aspects, including “implement vigorously the ‘entrepreneurial innovation’ demonstration action project”, “spare no effort in promoting the reform of administrative approval system”, “regulate strictly the behavior in executing laws related to enterprises” and “put forth effort to build a new business relationship between politics and commerce that is ‘tight’ and ‘incorruptible’ ”. At the same time, the municipal government issued a special No. 3 document to serve tourists in Yangzhou this year, which increase efforts to raise the tourist preferential and earnestly safeguard the lawful rights and interests of tourists in Yangzhou, create a convenient and comfortable travel environment, as well as improve tourist satisfaction comprehensively through a series of measures.


在具体服务事项上,投资项目审批由市、县两级政务服务中心集中相关部门提供优质服务,并不断深化商事制度改革,行政审批实现“进一扇门、办所有事”,市级审批环节平均缩减1/3,审批时限平均缩短32%。重大项目审批进入“绿色通道”,通过实施“统一登记制”、“首问负责制”、“限时办结制”、“预约服务制”等措施,高效办结。在本级权限内、符合法定条件、依法不需要经过其它办理环节的申报事项当日办结;法定办理环节较多、符合法定条件的申报事项,承诺办结时限普遍在3个工作日以内;省级及以上权限的项目审批事项,相关部门实行“保姆式”代办;紧迫的申办事项,部门及窗口实行延时服务,保证投资者满意。

The applying items within the power of authority, meeting the legal requirements and without other procedures can be accomplished with that day; the applying items with many legal procedures and meeting the legal requirements should be promised to be accomplished within 3 working days; for the approval of projects and items of the power of authority of the provincial level or the above, relevant departments will go through on behalf; the departments and windows for emergent applying items can work overtime and speed up going through to ensure to provide satisfactory services.
